Digital Literacy Development Network
The Digital Literacy Development Network was a three-year project focused on developing a network of partners from the civil, public, and private sectors with the goal of enhancing digital literacy among citizens. Digital.hr aimed to connect stakeholders involved in the development of digital literacy across Croatia.

During the project, scientific research and development guidelines were provided in the fields of Digital Citizenship, Digital Education, Work and New Occupations, and Digital Talents and Innovations.
The project focused on building additional capacities for participation in European research and development projects related to the digital society, and on promoting Croatian examples of good practice both domestically and internationally.
Network members were able to join working groups on the following topics: 1. Digital Citizenship; 2. Digital Education, Work, and New Occupations; 3. Digital Talents, Research, Development, and Innovation; and 4. Digital Branding of Croatia.
Network results
- 16 scientific and professional articles published
- Created 8 guidelines for public policy makers
- Partially adopted guidelines for supplementing the Digital Croatia Strategy for the period up to 2032
- Partially adopted guidelines for supplementing the National Education System Development Plan until 2027
ODRAZ’s role in the project
ODRAZ was the coordinator of the working group 1. Digital citizenship, which, by conducting research and creating inclusive guidelines for decision-makers at the national and local level of the Republic of Croatia, contributed to the implementation of the “Policy for the creation of a digital society” within the EU Strategy for the development of a single digital market. That Policy envisages the construction of smart cities, improving access to e-governance, e-health services and digital skills, thus enabling the development of a truly digital European society.

Three meetings were held:
– February 17, 2022. Zagreb – Conference on digital inclusion
– 14 December 2022. Varaždin – Round table on the topic of digital inclusion of the elderly, people with disabilities and residents of rural areas in the area of Varaždin County
– 19 May 2023. Zagreb – Empowering the elderly and vulnerable groups for the digital world
