Integrated pollution prevention control permits (IPCC)
Developing skills for public participation in the process of issuing IPPC permits. Implementation of the process of public participation concerning IPPC permits is a rather new approach that Croatia is taking when it comes to environmental protection.
Considering the experience with the process of defining unified conditions of environmental protection thus far, we came up with this particular project, that will hopefully contribute to better understanding of the whole process.
The following activities were implemented within the project:
- Expert research conduction and guide on environmental permit preparation with decription of examples of good parctice in step-by-step public consultation in the process of environmental permit issuing. The guide is summarized and writen in “plain” language, so that our regulations, that are in accordance with EU regulations, would be better understood and easier to implement. - On December 20th, a round table discussion themed “Public participation in the process of obtaining environmental permit” was held in Zagreb. Among the panelists were representatives of Ministry of Environment and Nature Protection, Zagreb City Council, Croatian Counties, local authorities, privat sector – subjects to environmental permits, civic associations, interested citizens and media. The goal of meeting, which brought together about 30 participants, was to present a short guide for the public on enviromental permit, the result of joint project efforts of ODRAZ in partnership with HRPSOR and with financial contributions from Zagreb City Council. Professional discussion on the management process of public participation was also held.
- Aside from web publication of the guide on ODRAZ and partner websites, the public was informed through other e-media and facebook pages. Croatian News Agency published an article on the event and short interviews were held with radio reporters after the discussion. On December 27th, Višnja Jelić Muck and Dubravka Bačun gave additional promotion of the guide through TV show Govornica on HRT 4. Few copies of the guide were sent to TV show Eko-zona by request of Croatian Television.
