CIVITAS ELAN-Citizens for cleaner and better City of Zagreb!

The goal of this project was to improve the quality of life for citizens and to implement better solutions in urban transport by promoting and enhancing sustainable, clean and energy efficient ways of transport.

The project is being conducted in five European cities: Ljubljana (Slovenia), Zagreb (Croatia), Gent (Belgium), Porto (Portugal) i Brno (Czech Republic).

 

       

      ODRAZ was one of the partners in Zagreb. Project coordinator was City of Zagreb – City Office for the Strategic Planning and the development of the City. Others partners involved in the project were: Zagreb Holding- branch ZET (Zagreb Electric Tram) and branch Čistoća (City Waste Disposal), Faculty of Traffic and Transport Sciences, Bicycle Association and HZ Infrastructure.) and branch Čistoća (City Waste Disposal), Faculty of Traffic and Transport Sciences, Bicycle Association and HZ Infrastructure.

      Citizen participation was especially important thruought the project implementation –  in  range from information sharing to public awareness raising.

      Total duration of the project: 15 September 2008 – 15 October 2012

      The project included eight areas of activity:

      1. Alternative fuels and energy-efficient vehicles
      2. Common travel services and integrating different modes of transport
      3. Managing mobility according to specific needs
      4. Effect on behavior in traffic
      5. Protection, safety and health
      6. Innovative transport services
      7. Load distribution
      8. Traffic telematics

      RESULTS OF CIVITAS ELAN PROJECT

      ODRAZ activities:

      • Toolkit: How to organize public dialogue on mobility issues
      • Organized exhibitions (“STREET WORKS” – exhibition of student works in CIVITAS ELAN Info Point; photo exhibition of recieved works within the photo contest “Mobility in my Neighborhood” in Cro Art Photo Club)
      • E-newsletter CIVITAS Info Service – 51 issues delivered to over 400 recipients
      • Cycle of talks / meetings with citizens and representatives of local committees in several Zagreb neighbourhoods about their respective mobility issues
      • Promotion of the new electronic tariff system scheme

      What was created and implemented by ODRAZ and partners

      • STUDOCIKL – pilot project of the first public bike sharing system for students
      • CIVITAS ELAN Info point where citizens could get information about the CIVITAS ELAN project and leave any questions related to traffic in Zagreb
        • refurbished old tram wheel in front of the Tehnical Museum in Savska Street
        • opening hours: weekdays 13-17 pm, Saturday 9 am -13 pm
        • averege attendance: 40-80 visitors
      • Cycle of  presentations: “Wednesdays on tram”- 22 presentations of topics related to traffic
      • workshops with older citizens in Centers for the elderly in Zagreb – 17 workshops held attended by about 500 elderly
      • participation on European Mobility Week 2009-2012, Zagreb Energy Week 2010 and European Week of Health 2010, 2012

      Other results

      • Co-financed innovative components of 70 low-floor trams
      • Co-financed innovative components of 160 low-floor buses (100 biodiesel + 60 full)
      • Workshops about the use of new monitoring system for drivers
      • Co-finaced purchase of 52 “Čistoća” new vehicless (City Waste Disposal)
      • Concept design of intermodal passenger terminal Sava-north produced and presented to the public
      • Study planning wider area of train station Remetinec
      • Promotion of bicycles as a mean of transport
      • A study on possible congestion charging in Zagreb downtown

      Project budget
      The total project budget was more than 29 million euros, the contribution of European Commission was almost 18 million euros, and the rest was provided by the partners from five European cities.
