Shift2Sustain – A Project To Promote Sustainable Urban Mobility

ODRAZ is one of the partners in the European project Shift2Sustain, funded by the Horizon Europe programme, which focuses on promoting sustainable urban mobility through changes in travel behaviour and the improvement of mobility management plans. The project develops, tests and evaluates measures aimed at increasing the acceptability and effectiveness of Mobility Management Plans, while encouraging the choice of more sustainable travel options in urban areas.

The Shift2Sustain project is based on the idea that sustainable mobility does not depend solely on infrastructure, but also on understanding users’ needs, engaging stakeholders, and applying so-called “soft measures” that can encourage behavioural change.

Shift2Sustain

Stakeholder-Centred Solutions

Shift2Sustain uses an evidence-based approach, stakeholder engagement, co-creation of solutions, capacity building, and the development of policy recommendations that support more sustainable transport choices. The project will analyse existing European Mobility Management Plans and Mobility Management Measures to better understand the factors that support their implementation, as well as the barriers faced by cities and stakeholders.

In addition to traditional stakeholder engagement methods, the project also uses innovative tools such as serious games, gamified simulations, and behaviour-based incentives. The aim is to jointly design and test measures that can make it easier for citizens to shift towards more sustainable forms of mobility, including walking, cycling, public transport, shared mobility, and other solutions adapted to the local context.

Project Objectives

Shift2Sustain aims to influence the travel behaviour of transport users through the application of “soft measures”.

Specific activities include:

  • creating a database of European Mobility Management Plans (MMPs) and Mobility Management Measures (MMMs), and analysing the factors that support them as well as the barriers to their implementation;

  • developing an assessment plan for Mobility Management Plans and Measures, with evaluation based on indicators related to the choice of transport modes and their potential impacts;

  • engaging stakeholders, co-designing solutions and testing various Mobility Management Measures through focus groups, communities of practice, the digital and analogue serious games Play2Shift, and the Earn2Shift gamification app;

  • empowering stakeholders to develop, implement and assess Mobility Management Plans and Measures by disseminating a comprehensive and transferable set of guidelines and tools aimed at capacity building and the application of Shift2Sustain project results.

Tools for Changing Travel Behaviour

Three interconnected tools are being developed within the project:

  • Play2Shift – an inclusive co-creation tool that uses a simple and accessible game to help explore transport behaviours and decision-making processes. It is intended for a wide range of users, including children and people with no gaming experience.

  • Earn2Shift – a gamification tool that will facilitate and monitor the implementation of innovations in the field of mobility management.

  • Learn2Shift – an educational tool for different target groups, aimed at strengthening knowledge and skills for the application of mobility management systems.

By participating in the project, ODRAZ continues to promote sustainable urban mobility, engage citizens and stakeholders in planning, and build capacity to implement sustainable transport solutions in cities.
