NetZeroCities – City support
The objective of this project in Croatia is to strengthen collaboration among cities, enhance their capacities for climate action, and support the creation of a national platform to accelerate the transition towards climate neutrality by 2030. The project aims to foster knowledge exchange, build practical skills, and improve multi-level governance for sustainable urban transformation.
NetZeroCities is an EU initiative that supports cities in accelerating their transition to climate neutrality by providing methodologies, tools and technical assistance, such as the Climate Transition Map and a wider resource repository. It promotes a holistic and systemic approach, with strong emphasis on collaboration, capacity building and addressing country-specific challenges through national ecosystems and platforms.
Activities:
- to organise an in-person national annual event in order to raise awareness about EU Mission on Climate Neutral and Smart Cities in Croatia, discuss how to best implement the Mission in the national context, and to bring together stakeholders relevant for local climate neutrality transitions in Croatia. The main stakeholders in this event are Croatian cities interested in accelerating their climate neutrality efforts, regional and national governments, and representatives of the private, research and civic sector in Croatia.

- to organise a community of practice for cities & develop a capacity building programme. In the scope of the project there will be four sessions; two of them will be in-person workshops, and other two will be webinars. All four topic sessions will be in line with Net Zero Cities initiative.
- The first in-person event was organised on 12 November 2025, before Annual Conference. In the workshop forty-five representatives of cities, ministries, academic and private sector, NGOs and other, worked in groups and discussed about fairy mobility transition steps, reducing car dependency and the importance of public participation.
- to enable participation of cities in multi-stakeholder and multi-level collaboration spaces. The main idea of this activity is to create a National Platform, which will improve multi-level collaboration, and which will encourage cities to join the Mission City initiative.
- To inform cities and other stakeholders about relevant climate neutrality documents and examples of good practice through ODRAZ’s and CIVINET Slo-Cro-SEE’s web pages and social media.
Key performance indicators:
- At least 50 participants and representatives from at least 10 Croatian cities (including political representatives) at the annual national event, plus at least 10 national or regional stakeholders.
- At least 10 Croatian cities joining the community of practice and at least 4 capacity-building sessions delivered, 2 workshops and 2 webinars. At least 12 organisations joining the Croatian national group on the Mission Portal.
- Participation in at least two meetings with the national support structure, and at least 5 cities participating in national platform meetings with ministries and other stakeholders.
Stakeholders that will participate in this project are national and regional stakeholders, Mission City Zagreb along with pilot and twin cities, and other Croatian cities that are interested in accelerating climate neutrality. The private sector will be included along with the academic/research sector.
