First training-block of ODRAZ’s “School for good governance and participatory development” held in Ivanić Grad

With two-day training in Ivanić Grad on 7th and 8th May 2015 we commenced the implementation of the project "For good governance at local level: education, support and promotion", with which we aim to strengthen the capacities of the civil society and local self-government for participatory governance and sustainable development.  Around 30 representatives of civil and public sector participate in the project, from the areas of four Counties: Sisak-Moslavina County, Šibenik-Knin County, Zagreb County and the City of Zagreb. Gathered participants have presented the work of their non-governmental organizations, cities and municipalities, companies and LAGs.

Introductory part of the program was dedicated to the presentation of the project, its aims and planned program of the workshops. Lidija Pavić-Rogošić presented ODRAZ as the project coordinator, as well as the partner organizations: NGO ZvoniMir from Knin, LAG-Zrinska-gora-Turopolje and Association of Cities of Croatia, whose representatives also took part in the work of the first training-block of the modular training. This was followed by a short presentation of every participant.

A program of the workshop started with the presentation of Lidija Pavić-Rogošić on the topic "Society - framework for development" in which framework and foundation within which our society deliberates and acts with the aim of further development. Levels of the involvement of sectors and their cooperation were problematized, as well as the application of the principle of subsidiarity in local communities of the training participants.

Next was the topic of the "Principles of the sustainable development". In this part of the workshop, participants were encouraged to think about their perception of sustainable development and sustainability. Further, discussion and exchange of opinions among the participants were encouraged. Key documents and events on the global, European and national level were presented and contributed to the discussion. After this, group-work exercise was held, on the topic of the significance of the sustainable development for the societies, environment and economy. The result of the each group-work was presented. First day of the training ended with a short animated film about sustainable development.

Second day of the training started with short recalling of the topics and conclusions of the former day and continued with the topic of "Sectors in society and their roles". Marko Ercegović from the Association of the Cities held a presentation about the role of the public sector. He also presented local and regional structure of the Republic of Croatia, functions and roles of local and regional units (counties, cities and municipalities) in meeting the needs of citizens, their financing and contribution in the decision-making processes.

It was continued with the presentation of the role of the business sector in the sustainable development of communities through the application of model of corporate social responsibility. Lidija Pavić-Rogošić explained this model and encouraged the discussion of the examples of good practice of business and social sector cooperation in local communities. At the end she emphasized the need for involvement of local entrepreneurs in the development of loal communities.

The role of the civil sector in sustainable development was presented by Marina Dimić Vugec from ODRAZ. She explained forms, activities and roles of the civil sector in the overall society development, and especially in the encouragement of the development on local levels. Participants were encouraged to participate in the recognition of the roles and activities of civil society organizations in their local communities, according to their own experiences. After the presentation of the role of the sector in the sustainable development, participants were divided in six smaller groups with the aim of discussion regarding the role of the sector in sustainable local development. Representatives of the groups presented their results.

Lidija Pavić-Rogošić spoke about the importance and forms of intersectoral cooperation on the local level through the presentation of LEADER approach and LAGs as forms of local developmental partnerships. She shortly presented the map of Croatian LAGS and encouraged the discussion about their experiences on the local level. Representatives of LAGs presented their experiences in the development of cooperation and launch of initiatives and projects in their fields of activities. At the end, ODRAZ's short animated film "Community-Led Local Development" was shown.

Last workshop started with the presentation of the "Principles of good governance". Marina Dimić Vugec presented 12 principles of good governance at local level, which were developed by the Council of Europe in their Strategy for Innovation and Good Governance at Local Level. Discussed preconditions and benefits of the application of the principle on the local level were introduced. After that, participants marked three best and worst applied principles of good governance at their local level. The principle of rule of law was declared to be the best applied principle, and the principle of effectiveness and efficiency the worst one. The promotional movie about 12 principles of good governance at local level was shown at the end.

Final part of the program was dedicated to the evaluation of the first training-block and agreement around proposed dates of the second training. 24th and 25th of September 2015 were proposed, in the Šibenik-Knin County.

ODRAZ projects
